Council cannabis discussion carried over to Dec. 5 meeting

The Benicia City Council’s planned discussion and vote on the first reading of the city’s proposed cannabis ordinance tonight was pushed back to the Dec. 5 meeting, according to a notice sent out by the city Tuesday afternoon.

City Manager Lorie Tinfow said the Fair Political Practices Commission (FPPC) in Sacramento had received an abundance of requests from Benicia and Solano County determining conflicts of interest by three of the councilmembers. Mayor Elizabeth Patterson and councilmembers Tom Campbell and Alan Schwartzman either live or own businesses within or near the potential zones for cannabis businesses that would be voted upon and thus could be prevented from voting on or participating in the discussion on the cannabis ordinance. This would leave only two members who could vote on the item and no quorum, so Tinfow and City Manager Heather McLaughlin decided to continue the item to the Dec. 5 meeting while the FPPC determines which members can participate when the debate is reopened.

The prepared staff report and council discussion will not be held tonight, but members of the public are still permitted to speak on the item during the public comment portion, which will potentially be considered by the council for its decision and deliberation at the Dec. 5 meeting.

        Won’t people just get their delivered from surrounding areas? I know a man who gets cannabis delivered free to his doorstep within an hour of ordering from a dispensary.

          Is he getting Recreational or Medical home delivery.? If recreational that is illegal until Jan of 2018. The allowing of recreational cannabis store front sales as I have said will be a close vote. It is more than likely that the council will only allow medial cannabis delivery and no recreational. But the council could say no delivery at all. Dec 5th is going to an interesting meeting.

            Medicinal, the licence he got for during a 20 minute video call on his cell phone. The barriers for entry are non-existent, and the delivery system isn’t enforceable by law. How can police accurately prevent it from being done? Are we going to have stop-and-search checkpoints?

    This is what CA has come to …. our two growth industries: taxation to feed government pensions and selling pot.

    Does anyone wonder why the rest of the country is laughing at us?

      If it’s as you say, “The rest of the country” is foolish and immature. To pretend that California does not produce a significant amount of capital, not to mention agricultural support would be very shortsighted, and people would do well to remember that we are all Americans, even across state lines.

        California is the laughing stock for America. We punish wealth, chase economic powers out of the state, all while taxing middle income earners to feed the rich government employees. The system in CA is to tax people making $50k to pay for state workers drawing $100k pensions. It’s a house of cards set to collapse.

        But no worries. We will grow and sell pot. It will save us all.

            Have you looked at your new gas prices. Up 12 cents a gallon. Have you checked your local water/sewer bill. Up significantly and will go up again in 2018.. Have you followed the city budget. Upped the local fees to get more money for our starved budget. Expect 1.2 mil in 2017/18 and 1.5 in 2018/19. Will not happen. But we give the mayor $682 a month not to take city healthcare. Those are just small items. Go take a look deeper and you will find that every time you turn around the city/county/state are in your pocket. Also keep your eye on bridge tolls.

              Personal account doesn’t really answer that. If California is a laughingstock, there must be evidence suggesting that, compared to the rest of the country, it’s doing remarkably worse on most/all fronts.

                What you personal pay accounts for the cost to live in California. Which includes real estate. There are many reasons why California is expensive. There is also a reason why they call California Left Coast. Remember Bernie and Warren are big favorites in California. Both very far left leaning Socialist Progressives. That is all I need to know. Laughing stock or not California by others is looked down upon.; It may only be jealousy because they cannot afford to live in California. Who knows. We must also remember the new group in town called Progressives only wants Progressives elected to local offices. Republicans not welcome. That’s OK. But they are very disrespectful of President Trump. So be it. He is President and will be for two terms.
