BENICIA – Don Wilson, currently the Vice President and General Manager of the Valero Benicia Refinery, has elected to retire effective June 1. Don started as an operator at the refinery in 1984 and progressed through several roles during his tenure. In 2015, Don moved back to Benicia and served for five years as the refinery’s general manager.
Josh Tulino, previously the Vice President and General Manager of the Valero Memphis Refinery replaces Don at the Benicia Refinery. Josh started his career in 1997 as a Process Engineer at Benicia, and he progressed through several roles in technical, planning, economics, and operations. In 2006 Josh joined the Paulsboro Refinery as a Complex Manager. In 2007 he returned to Benicia as the Manager of Process Engineering and later became the Turnaround Planning Manager. In 2011, Josh was promoted to the Director of Technical Services at the Pembroke Refinery where he was a key member of the acquisition and transition team. Josh returned to the United States in 2015 as the Operations Director at the Memphis Refinery and was promoted to Plant Manager in 2017. Josh is a chemical engineering graduate from the University of Arizona and he is excited to return to Benicia along with his family as a resident.
