Planning Commission to tackle noise regulations, permit storage at Thursday’s meeting

The City Council is not the only Benicia board discussing business this week. On the agenda for Thursday’s Planning Commission meeting is a proposed an amendment to the noise regulations and a permit for nonconforming outdoor storage of construction equipment.
In 1999, the Benicia City Council passed a General Plan that gave city officials a clear implementation and enforcement of citywide noise regulations and gave birth to a system of review and approval of outdoor entertainment uses. The proposed amendment to the noise regulations would “revise the requirements for allowable noise levels to align with the noise performance standards provided in Chapter 4, Community Health and Safety, of the General Plan and establish Outdoor Entertainment as an allowed use in the Downtown area and citywide in commercial districts, subject to review and approval of a Use Permit,” according to a staff report.
Staff is suggesting that the Commission discuss the proposed draft ordinance, accept public comments and recommend the City Council approve amendments to the zoning regulations and Downtown Mixed
Use Master Plan, which would regulate noise, after a further recommendation the project be exempt from the California Environmental Quality Act.
In other matters, the permit request for nonconforming outdoor storage of construction equipment and materials, after a determination that project is exempt from CEQA comes from Michael Robirds, a Benicia industrialist. Robirds wants to use 2.3 acres of land north of Interstate 780 and west of Park Road as a site to store construction equipment and materials. This site was previously used for construction storage. The Planning Commission has been recommended to approve the use permit. This approval aims to allow the continued storage of the outage construction equipment and materials at 2000 Park Road, although items listed in the resolution and as discussed during the public hearing after determining that the project is exempt from CEQA would still apply.
The Planning Commision meets 7 p.m. Thursday, Nov. 9 in the Council Chambers of City Hall, located at 250 East L St.
