Roy Charles Waller, 59, of Benicia, known as the “NorCal Rapist,” was charged with 28 new counts last week in addition to the dozen felony sexual assault charges he was arrested for in September. The charges stem from a long list of heinous crimes he allegedly committed dating back to 1991.
Waller, a 25-year employee at the University of California, Berkeley’s Office of Environment, Health and Safety was linked to the assaults by investigators using a genealogy DNA testing site. Police reportedly had Waller’s Benicia home under surveillance and retrieved a drinking straw from the trash that ultimately matched the DNA gathered at the NorCal Rapist crime scenes.
He is accused of committing at least 11 sexual assaults between 1991 and 2006, including victims in Vallejo and Martinez, attacking women between the ages of 21 and 39.
Waller allegedly struck in six counties, including Solano, Contra Costa, Sonoma, Sacramento, Yolo and Butte. Prosecutors allege the Martinez attack on Halloween, 1996 was especially brutal. Waller reportedly dressed up in a skeleton mask and waited for the victim to answer the door before he handcuffed her and took her upstairs, where he raped her repeatedly for hours.
Prosecutors from all six counties are still looking at other charges, and the case will be tried as one in Sacramento where Waller is being held without bail. He faces up to life in prison if convicted. He is due back in court for a hearing on March 8.
