Rejection without merit
The window of opportunity is now closed for present politicians and this year’s announced or presumptive candidates to reconsider their persistent dismissive views on cannabis, even as medicine for many members of our community.
Some have acknowledged the efficacy of medicinal cannabis but believe regulated access to medicine is still “not right for Benicia”, or surrenders “the soul of the city.” These are the worst kind of rejectors to me, with a black heart next to their names in my scorebook. Despite an immense amount of evidence demonstrating patient relief by cannabis, from young children with epilepsy to seniors and veterans managing pain without opioids, no member of the aforementioned group expressed any compassion whatsoever by simply advocating for safe medicinal access only. That way, they could have taken a position that rejects the wild-eyed debauchery of adult-use sales and few if any of their constituencies would have abandoned them for being compassionate to the ill and dying. National polls have indicated support for safe medicinal access is so high they have little interest in tracking the category, so most present surveys are focused on complete legalization of cannabis, running at close to 70 percent nationally. Benicia voters’ 63 percent approval of Proposition 64 translates to a much higher percentage supportive of cannabis as medicine. Appreciating that simple concept went right over the heads of folks that may be asking for your vote in November in spite of that failing.
At present, we have three community members that failed politically in 2016, yet still chose political quicksand over political savvy about cannabis. If you don’t know who they are yet, and they have chosen to try again, I will be publishing a comprehensive “sports report” before absentee ballots are mailed, listing their names and excerpts of their public expressions about regulated cannabis activity. The fact that a local cannabis excise tax will also be on the ballot does not bode well for rejectors seeking your vote.

A very real possibility is that the DMUMP amendment will be put on the ballot along with the tax measure. This year’s candidates will have to take a position on regulated cannabis, the tax, and possibly the amendment. The First Street cannabis issue can once and for all be put to rest. We have cannabis-friendly merchants on both ends of the street that are hamstrung by the present DMUMP.

If you are a local pol or prospect and have not wised up yet after a year of education, science, and evidence, or worse have shown no compassion for your neighbors that rely on cannabis to improve their quality of life, you are doomed to a participant’s ribbon only in November. You had since November of 2016 to do your homework and still got an “F” well over a year later. Remember the 6300 under-votes in 2016? And the median age of Benicia residents? We are going to see nothing but sunshine going forward with revenue and most importantly, jobs for our younger citizens. Over a year now and nobody has offered a viable alternative to generating new revenue, although many rejectors pleaded there must be some other way. Citizens tasked with identifying and advancing economic interests played no role whatsoever in the positive path the City is now on.
The hierarchy of failure last election had a candidate from the real estate community at the bottom, followed by a candidate that viewed CBR as a good thing because the risk of an explosion was so low, followed by two more candidates endorsed by organized real estate interests. Every candidate with the platinum level endorsements of police, fire, labor, and organized real estate failed. Every candidate without them won. These are no more than the observable facts from last election, not meant to be a condemnation of these groups as I am a former union member from the trades myself. Candidates returning for a second attempt exhibiting the same endorsements are sure to be the least popular again, especially anyone with an indelible history of support for CBR and new housing developments. Now that we have turned the corner on regulating cannabis in Benicia, anybody that is not on board, especially after the Prop. 64 tally here, is sure to be in the losers bracket in November if you are on the ballot. Potential political aspirants that sought to “put the brakes on” Benicia’s leading role in Solano County cannabusiness by suggesting a room full of pleading rejectors at a public hearing was the voice of the community will also sink to the bottom. The majority of Benicia residents want prosperity by clean, financially lucrative, job-producing cannabusiness, less petroleum industry influence, and NO new housing developments. Candidates that dismiss my views as those of a madman former smuggler should schedule a series of brine soaks at a spa to toughen your hide for politics. Those who have tried to shade me in Forum or address me like a third-grader here are in double-deep trouble. In the meantime, keep writing letters to editors, polishing apples or explaining an unpopular decision you own and want a do-over. I don’t understand why folks in this town send letters to the Vallejo paper. I guarantee most people in Vallejo don’t give a damn about Benicia, and in fact many are envious to downright dismissive of our quality of life, safe city and downtown, renowned artists of multiple disciplines, high real estate values, and top school performance. I heard one speaker at a recent public hearing in Vallejo refer to us as “white bread, no crust Benicia” without rebuke from the chair of the meeting. All candidates this year are going to be facing the reality of taking a position on cannabusiness, the local cannabis excise tax, and possibly a revisit of cannabis on First Street. Any one of the acceptors on council has the next five months to initiate the two-step process to put the First Street issue on the ballot in November. By the time absentee ballots are mailed, we will have had a chance to observe three quarters worth of financial reports from and around the state on the abundance of revenue from regulated cannabis. We have seen envoys from large scale commercial cannabusiness testify at multiple public hearings that they are eager to invest in our town, and grow jobs exponentially. Rejector candidates will not be able to overcome public sentiment in Benicia on regulated cannabis despite a barrage of self-serving letters and public appearances. What you represent will sink you, again.

Seems a senior staff member has rescinded a resignation letter but the big reveal was that First Street businessman Dennis Cullen got the shaft AGAIN, this time in an attempt to operate a recreational alcohol joint at the Commanding Officer’s Quarters. He first got the shaft trying to open a cannabis shoppe on First Street. He quit the Board.

The only water related items discussed in November 2016 were the Water Reuse Project and the above report. If the two incumbents decide not to seek another term, this prospect could be the ONLY one on the ballot that voted for the unpopular water rate increases. As to the discrepancy on the date of the unpopular vote, I am penciling in “misspoke” in my scorebook for the time being. The options are to pull out of a steep dive, or keep writing damage control letters to newspapers.

Geez, there is nothing new under the sun. In 1955, someone wrote LeMar on the city water tower in Harvey, IL. I was 5 and asked my parents what it meant. They didn’t know and it was a decade later I found out. In 1970 my college fraternity had “heads” and “jocks”….MJ was available recreationally on campus. City of Davis. No concern whatsoever about driving off tourists in their downtown, crime magnets, etc. Four all-access storefronts approved for Davis with an option to open more later. Unanimous support from their Planning Commission in the run-up to Davis City Council approval, another unanimous. Our downtown guardians blew it big time and gave two First Street businesses the shaft, in addition to denying sustained funds to our GF. This example is more reason to put the cannabis downtown issue to rest in November. I am confident an overwhelming percentage of Benicia voters want to be like Davis, especially after seeing the numbers from quarterly reports going into November. There should be no limit on retail sites, let the market compete. Wholesale prices are tumbling; good for consumers, bad for unregulated activity. They state is now talking lowering the excise tax to pull more consumers into the regulated market. That was the plan all along.

School’s out for Cannabis 101. All terms used from now on should be familiar to those residents that have taken advantage of the information presented here by myself and other cognoscenti, or have wised up from the abundant information available in cyberspace.
Today’s spot pricing on cannabis concentrates varies depending on where it is acquired in the Bay Area. Same with gasoline, but for this exercise I will use low-end prices for both, rounded to nearest zero.
A) 18:1/ml = $100 = $378,000/gal.
B) 0:1+ = $30/ml = $114,000/gal.
C) Gasoline = $.0009/ml = $3.40/gal.
The cannabis concentrates are prices before taxes. The gasoline already includes multiple taxes. The contribution of the petroleum industry to our city’s economic well-being can easily be displaced by cannabis refiners. This is why I have no concern whatsoever about the possibility of the crude-oil refinery leaving town. Although they have contributed to the financial well-being of our city and multiple organizations, they have also been fined a lot for un-neighborly activity. They are yet to be fined for the big blowout last year. The petroleum industry is intrinsically not a desired feature of the charming small town ambiance cited by many speakers over the last 12 months. Given a choice today, Benician’s would be outraged at the prospect of crude oil refining being considered for hundreds of acres of undeveloped land. Monitoring and fining the petroleum industry is not the way of the future for me. Should they pull out someday, we will be left with hundreds of acres of land that will not be cleaned and cleared for reuse until decades from now. Rejectors have pleaded for something else rather than cannabusiness in Benicia, but offered no viable alternative. We have citizens tasked with identifying and advancing our economic interests and quality of life who saw cannabusiness coming and started shooting at it. I am grateful we have three elected officials that dismissed the ignorance, rhetoric, and emotions offered up to try and stop this level of unparalleled prosperity being integrated into our city. The fruits of their wisdom will be demonstrated with improving financial reports/projections, jobs growth, and property values.
There is no way rejectors on a local ballot can win in November. They should spend the next two years wising up about cannabusiness if they have an interest to be a politician around here from now on.

There’s a lot of excited talk at the state legislative level to resurrect redevelopment agencies for the purpose of building HIGH density affordable housing, in addition to other bills aimed at forcing cities (us) to meet some arbitrary quota of affordable housing. I believe when lots of our population are working in cannabusiness, they will be able to afford to live here just fine.
I’m not so much concerned about infill housing skirmishes with the state as I am with some future action directing us to rezone and build HDAH on the hundreds of acres of land we own north of Lake Herman Road. We could not push back if we are simply maintaining an open space for cattle to munch grass all day. We can protect against this scenario by rezoning to ag uses and partnering with a HIGH-volume hemp oil processor/distributor to cultivate and refine the oil that is worth three times the value of cannabis cultivated with varying levels of THC. Some readers may recall the images of hemp fields with signs assuring folks they cannot get high by smoking it. I do not believe the state can direct us to abandon a profitable agricultural enterprise and build HDAH. We have the land and abundant evidence that high value hemp oil extraction will make a lot of money. The cattle cannot eat all the grass they have now, so grazing won’t be affected In fact the ranchers will benefit by having more eyes around their livestock.

Here’s the first cannabis shoppe in downtown Davis. Their council has approved up to four in town with an option to approve two more. I’m sure many UCD alumni will recognize the area. The students no longer have to drive to Sacramento to load up on a great alternative to recreational alcohol and the violence/tragedy that is commonplace when it is over-consumed at parties. We’ll have these on First Street before 2020.

Residents that are an advocate of Medical Cannabis does not make them an advocate of Recreational Cannabis. In your case that may not be true. But not everyone in the City of Benicia goes along with your stance {No pun Stan}.. I have no problem with medical cannabis. But your attempt to turn Benicia into the Recreational Cannabis capitol of Solano County is very reckless.. It could well be the down fall of your expected city council candidates as this city is facing a much bigger problem. That being its independent stand as a very fine city for folks to live. That also includes pot user. It is very simple this city is in a world of hurt and facing major cuts to service by the 2019/2020 and 2020/2021 two year budget cycle. The power of our youth voice is still settling over the town today. Here are a couple of excellent references for politically inclined adults to consider when framing their views on cannabis in Benicia during the forthcoming campaign season. Some have been in tune with youth views all along, while others struggled to accept how a majority of society and especially youth view contemporary cannabis issues. An effort to flip Kern County and Bakersfield bans will go to the voters in November, based on strictly medicinal activity, not adult use. I can’t imagine any rejector pol involved with the bans will dare speak out against only medicinal activity and expect to be re-elected, if applicable. Prop. 64 only hit 46% in both jurisdictions, but the proponents have very good odds of succeeding based on national polls indicating strong support for cannabis as medicine.

Another packed house of about 300 seniors at yesterday evening’s meeting of the Rossmoor Medical (Cannabis) Club. They are motivated to flip their council this year. It is weighted 3-2 for a continued ban on all cannabis activity despite a 61% victory of Prop. 64. They introduced their candidate, a young man not yet 30, that they are confident will be elected on the simple premise that a whole bunch of patients want their medicine to be available locally. They want a dispensary in the new shopping center at Rossmoor. They are having it delivered from Solano and Alameda County or have to drive to Berkeley, Oakland, Richmond, or Vallejo. The Rossmoor seniors have a lot of juice in Walnut Creek, so there may even be a flip before the November election for two seats. There are now 800+ members of this club alone.
When I announced that Benicia will soon have storefronts and delivery without an added excise tax, a murmur was set off in the audience, and we received a round of applause for the good news. These folks have plenty of money to spend and we need to get them to bring it here for cannabis products, downtown shopping, dining, drinking, whatever.
They took every Vet CBD brochure I left on the information table, and are eager to $pend in Benicia, as are most cannabis consumers in Solano County. Walnut Creek will not get to retail until at least 2019, Two storefronts are not going to be enough. I waited in line for over ten minutes a few days ago in just one of the eleven Vallejo storefronts. For the record, I support no limit on storefronts, in any commercial area.

Not surprising, as eight US states voted on marijuana legalization ballots in the 2016 Election. Five of them — Arizona, Arkansas, Florida, Montana, and North Dakota — turned red for Trump.

I think that Stan and others are over reacting to the non Recreational Cannabis in Benicia. There will be two retail cannabis stores and that is in line with our population. I believe you will find it is about areas. I believe very few folks will complain about two cannabis stores in Benicia. The problem that I have with Stan and his crowd is their jubilation that folks are going to come running to Benicia and get high and hang out in town because they are now hungry.. Restrictions will not allow that type of openness to frolic, smoke openly and then go into an eating place. No that is way over the top. More than likely they will buy it at there home town and smoke it at home. No one even cares about that. Cannabis is legal so it is time to move on and those that want to enjoy go head. No one cares.

Recreational Cannabis will be one of the issues in the 2018 council election but not even close to the main one. The big issue will be the “Shadow Government” takeover of our council. Using Mayor Patterson, Vice Mayor Young as the premier message carriers. They will want to add Kari Birdseye as the clincher but she has created a lot baggage she will have to overcome. The council needs new blood to create a new image and brand identification. The “Shadow Government” has put an image of Benicia as a dirty air dirty refinery town. That is where 2018 council election will start with new blood and then finish it of in 2020. After the 2020 election the new council will be able to start a campaign of a new image and a positive brand approach. The “Patterson Twelve” will be of no mention after 2020. Nor will former mayor Patterson and former councilmember Young. That made sound like a stretch and it may not happen. But if the defeat of the “Shadow Government” ISO is any indication it has already started. It will be up to the voters to protect this city’s image and put the correct folks on the city council. If they fail to do that it will be a vote for a “Shadow Government” that has failed this city for the past about 11 years. Slowly got a hold on the Mayor with her help and no one even noticed. I do believe they see it now. Lets hope so.

City Council will have final approval and that is not guaranteed. We shall see. If so it could mean less business for Benicia cannabis stores. It is not a big deal. Cannabis stores will be in many towns and cities near Benicia. So what.

Well, I wouldn’t call those baseless howls of protest. 68% of the next door gym’s clientele are non adults; Martinez ordinance prohibits cannabis sales within a short distance of a youth center. Sure, it is problematic that the city hadn’t nailed down the definition of a youth center, but there certainly is a basis for the howl of protest.
I agree that adults have a right to get high in private. Most use alcohol. It’s even OK to get high in a public emporium devoted to such a thing (bars, for example). I’m not against legal sales of MJ to consenting adults; but please don’t present someone’s legitimate concern as a “Baseless howl of protest”. The man has a right to protect his business interest and setting up a pot shot next door to a gym that has lots of kids is going to cause his business to lose income.

Just saw a pimple on the face of legal MJ on today’s news. State revenues for cultivation, licensing were less than half of that projected prior to the vote last year. Lots of reasons for such a statistic the mostly boil down to bureaucracy….hearings for locations, EIRs, stiff licensing fees, requirements for labeling….a bit of a let down for the pro weed camp and probably quite a disappointment for the state revenooers.

Actually, the article states the downward trend in usage started BEFORE legalization. Therefore, there is a trend with nothing related to legalization.
We need to wait and see in a few years if legalization and open selling, as you advocate and which still is not in place statewide, affects the trend. It may trend back up as pot becomes readily available.
