Reasonable approach to marijuana retail

An all-cash business dealing in a potentially intoxicating substance such as liquor or marijuana should do business fully in the public eye – not in some shadowy corner. The ideal location has lots of traffic, police patrols, good parking and bright lighting at night. This is best for both public safety and successful retail sales.
Among the areas that do not come near meeting these conditions are the Industrial Park and the Arsenal. Any kind of marijuana retail, including delivery terminals, is not a good option for these areas or for the dealers and their customers.
If Benicia wants to be the Bay Area leader in up-scale marijuana retail, put it out front – not in a hidden corner.
I urge the City Council to make the Industrial Park and the Arsenal off limits for marijuana retail.
