New Building Program OK’d (Feb. 23, 1968)
A use permit for the construction of nine duplexes in the 1000 block of West L St. was granted by the City Council Tuesday night to John A. Bohn. Bohn, who is Benicia’s veteran city attorney. Bohn was not present for the meeting. An associate, however, said the project called for a very substantial investment. But he declined to estimate the total amount pending completion of detailed plans by Dean F. Lillis, the architect, and the award of a construction contract.
Bohn applied both for the use permit and a variance to provide for a reduction in sideyard setback requirements on corner lots abutting West L St.
Both were approved under terms of a resolution introduced by Councilman James Lemos. Affirmative votes were cast by Mayor Carsten C. Johansen and Councilmen Roy J. Charboneau, John F. Cody, Lemos and James Reed.

Planners wrestling public’s I.T. fears (Feb. 21, 1993)
By Sarah Rohrs
No matter how many times they try to assure residents that development won’t occur in Sky Valley until living next to the former hazardous waste facility is safe, planning commissioners can’t get away from the I.T. issue and the fear it represents.
Thursday, commissioners had little reaction to former mayor Marilyn O’Rourke’s request to not certify the Sky Valley Environmental Impact Report until more information is known about the closure of the International Technology Corp.’s Panoche facility.
Commissioners are scheduled to consider the certification of the Sky Valley EIR at a special public hearing March 3.
A report on the response to the various comments made on the draft EIR will also be presented for the commission’s review and consideration.
Also Thursday night, public fears about I.T. reared its head as Sky Valley developers opened their Benciia office at 1075 First St., amid the food and fanfare of a monthly Benicia Chamber of Commerce mixer.
About five residents from a group calling itself S.A.F.E.T.Y. Benicia 1st donned gas masks and dressed in chemical waste suits in front of the Chamber mixer.
At a small table outside, they haded out literature and pieces of lemon meringue pie against the sign “Sky Valley (equals) pie in the sky until I.T. is closed.”.
The full articles of these and other stories are available on microfilm at the Benicia Public Library.
