A program operated by the California Department of State Hospitals is still seeking a place in Solano County to house a man described as a sexually violent predator, District Attorney Krishna A. Abrams said Friday.
The man, identified as Fraisure Smith, was ordered released by Solano Superior Court on Nov. 18, 2013 through the state’s Conditional Release Program (CONREP).
However, finding appropriate housing for Smith has proven difficult, Abrams said.
CONREP recommended Feb. 23 that Smith be housed in a home on Willotta Drive, in Fairfield.
However, becauset he age of women college students who would be near that house is similar to the age of Smith’s past victims, and because of public safety concerns, Judge Arvid Johnson denied the CONREP request.
The courts also denied Smith’s request for transient release, Abrams said.
She said CONREP staff members were told to continue looking for an appropriate place for Smith. Members of the program proposed putting him in a home on Olive Avenue, also in Fairfield.
But July 1, CONREP staff wrote the court that the owner of the Olive Avenue property had withdrawn the house from consideration.
Program staff will try again July 30 to give the court a recommendation for Smith’s placement, Abrams said.

Luckily, the fact that there IS a child care facility on Copper pretty much eliminates that possibility.
