A noise regulation and permit for storage were on the agenda for the Planning Commission at its Thursday meeting, and both were approved by the Commission.
Michael Robirds, a Benicia industrialist, wanted to use 2.3 acres of land north of Interstate 780 and west of Park Road as a site to store construction equipment and materials. This site was previously used for construction storage. The Planning Commission has been recommended to approve the use permit which would allow the continued storage of the outage construction equipment and materials at 2000 Park Road, although items listed in the resolution and as discussed during the public hearing– after a determination that the project is exempt from the California Environmental Quality Act, still apply.
The Planning Commission voted for a continuance of this agenda item.
Next up for the Planning Commission was a proposed change to the noise ordinance. The proposed amendment to the noise regulations would “revise the requirements for allowable noise levels to align with the noise performance standards provided in Chapter 4– Community Health and Safety– of the General Plan and establish outdoor entertainment as an allowed use in the downtown area and citywide in commercial districts, subject to review and approval of a use permit.”
Staff recommended the commission discuss the proposed draft ordinance, accept public comments and recommend the City Council approve amendments to the zoning regulations and Downtown Mixed Use Master Plan, which would regulate noise, after a further recommendation the project be exempt from CEQA.
A unanimous vote would approve the resolution of the staff recommendation. It will be taken up by the City Council at some point in the future.
The Planning Commision will next meet at 7 p.m. Thursday, Dec. 14 in the Council Chambers of City Hall, located at 250 East L St.
