Gov. Jerry Brown has signed two bills introduced by Susan Bonilla, D-Concord, who represents Benicia in the the state Assembly.
Brown announced Tuesday he has signed Bonilla’s Assembly Bill 1101, co-authored by Assemblymember Cristina Garcia, an addition to the state’s Education Code.
Original laws required that those ages 6 to 18 who aren’t otherwise exempt must attend public, full-time day school or continuation school or classes in the district in which the person’s parents or guardians live.
The laws previously specified what type of document a parent or guardian could provide to establish residency requirements for attending a particular school district. Bonilla’s legislation would require the governing board of a school district to have a policy in place about such investigations before any can commence.
AB 1101 also requires the policy to identify circumstances in which a district may start an investigation and describe appropriate methods, including whether the district is using private investigators.
It prohibits surreptitious photography or video recording of pupils who are being investigated, establishes an appeals process and stipulates that any district policy must be adopted at a public meeting of the district board.
Bonilla’s Assembly Bill 451, also signed by the governor last week, would allow a governmental panel to authorize the operator of a privately owned and maintained off-street parking lot or structure to regulate unauthorized parking on that property.
It also requires specific signs posted to advise potential violators of parking fees and how to contest any fees incurred. Parking receipts also may be required to have specific language explaining fees.
The law further stipulates that a parking site’s owner or operator can’t file a parking fee invoice to the Department of Motor Vehicles with the purpose of having that department collect unpaid fees by refusing to issue or renew a license.
