The Solano County Community Corrections Partnership, formed as part of California’s realignment program that transfers supervision of certain state prisoners, will meet Thursday to decide whether to appoint a committee to oversee a $100,000 grant designed to reduce recidivism.
The grant is from the Board of State and Community Corrections. The county group will decide if an ad hoc subcommittee should also interview potential vendors that apply for a competitive grants and make recommendations how funding and services are allocated.
Public safety realignment, signed into law by Gov. Jerry Brown in 2011, is the state’s response to a court order affirmed by the United States Supreme Court that California must reduce its prison population to 137.5 percent above design capacity by June 27, 2013.
Under realignment, each county forms its own community corrections partnership that developed a county plan for public safety realignment for adoption by 2011, and also allocates state funds to county and city agencies.
The program is funded by a portion of state sales tax and vehicle license fees.
The Solano Partnership will consider a request for up to $10,000 for the California Black-Brown Summit on Re-Entry/Recidivism in Solano County, which will take place next month and will focus on minorities’ issues.
The county corrections group also will consider forming another ad hoc subcommittee to develop procedures on how vacant positions on the panel are to be filled when statutes don’t provide a specific procedure.
This matter arose since the Partnership needs to fill the vacant community-based organization representative position.
The panel also will hear reports on offenders released on community supervision, those who have been sent to Solano County Jail and those receiving help through Health and Social Services.
Partnership members also will hear information about employment services and progress of the 2011 Solano County Realignment Plan, current and future budgets, and collaborative court programs.
The meeting will start at 2 p.m. Thursday in Conference Room A of the Solano County Events Center, 601 Texas St., Fairfield.
