Small oversight holds up city acquisition of Industrial Park acre
Benicia City Council may agree Tuesday that City Manager Brad Kilger should accept the grant deed to an acre of land in the Benicia Industrial Park on which a bus hub is expected to be built.
City Attorney Heather McLaughlin wrote the Council Oct. 28 that the acquisition of the land is nearly finished, but approval of Kilger’s authorization to accept the deed and have it recorded was left out of a previous Council report.
Tuesday’s vote would take care of what she called “a cleanup action.”
“Since the city does not have a generic resolution that allows deeds to be recorded, we must get authorization each time to record documents,” she wrote.
“This step was left out of previous reports.”
The resolution before the Council notes that funding for the Industrial Park bus hub project has been secured and that the landowners, Antonio and Graciela Barragan, have agreed to the sale of their property.
Solano Transportation Authority has been conducting those negotiations.
Another omission — that of notifying the Barragans that the Council was taking action on the bus hub project — previously caused the city some embarrassment.
That oversight also required more extensive negotiations for the land, including a stipulation that the Council pass a new ordinance regulating operations of mobile food vending trucks, such as the one the Barragans have had on their property for more than 20 years.
That new law is in place.
In other matters before the Council Tuesday, Mayor Elizabeth Patterson will reappoint John McGuire to the Parks, Recreation and Cemetery Commission and Kari Birdseye to the Human Services Board.
Both Manuel Neri and the late Robert Arneson will be recognized with lifetime achievement awards in the arts.
The Council also is accepting applications for one unexpired term on the Arts and Culture Commission, and another unexpired term on the Human Services Board. Those interested may call City Clerk Lisa Wolf, 707-746-4200.
The Council will meet one hour later than its usual time. The meeting will start at 8 p.m. Tuesday in the Council Chamber of City Hall, 250 East L St.

Does anyone really think people will stop before the bridge to catch a bus?
The stop is used by a handful of riders who work in the Business Park.
Maybe someday the bus system could encourage more riders working in the park to ride to work, but there would need to be some sort of shuttle within the park to get people around. But who are we kidding, right?
